· The Question:China’s photo-voltaic (PV) industry, is in the middle of a serious crisis. The issue is particularly fascinating since it essentially serves as a microcosm for many of the troubles afflicting China’s economy as a whole. In the domestic market, due to recent years stimulus economy plan from central government, crisis including government encouraged over-investment, an astounding run up of debt, government support of value-destroying firms, and the tension between central and local government goals. For the EU and North America market, crisis mainly on trade frictions. EU and North American government made proposals to impose definitive anti-dumping and anti-subsidy measures on imports of solar panels from China. Therefore, the question is, why has Chinese central government regulated the behaviour of PV industry not effectively?
