Project Summary: WE will work with (x-country) Zoonotic Diseases Committee (ZDC) and

partners at the Ministry of Public Health (MOPH) and Ministry of Agriculture, Irrigation and

Livestock (MAIL) to design, develop and implement a 4-day comprehensive workshop to

improve detection and diagnosis of zoonotic pathogens and to strengthen zoonosis collaboration

among public and private stakeholders in (x-country).

The workshop will review and discuss the development of national zoonotic diseases guidelines,

collaborative MoU, policies and focus on the existing challenges. The workshop will also

include a working group session to establish zoonosis priorities and future plan to help sustain

the national and international collaboration on zoonosis in (x-country).

(x-country) ZDC status and progress on zoonosis collaboration: In June 2010, representatives

from MOPH and MAIL established (x-country) ZDC with objectives to strengthen zoonosis

prevention, outbreaks control and ensuring collaboration among all relevant stakeholders. To

accomplish these objectives, it required ZDC to promote and raise awareness among decision-

makers and policy-makers on the burden of zoonosis in humans and animals as well as

establishing a coordination structure at the national level to lead the zoonotic control activities.

In Jul 2015, WE initiated a workshop on One Health “Characterization and Impact of Zoonosis”

for high level staff members from the MOPH, MAIL, Private sectors, and RS teams in Kabul, (x-

country). The workshop aimed to provide a venue for stakeholders in the animal and public

health sectors to discuss, describe, and raise awareness of the impact that zoonosis has on

communities in (x-country). As a result, the representatives from MOPH and MAIL enacted on a

common agenda for zoonosis to strengthen zoonotic diseases control, outbreak responses and to

improve national surveillance system.

However, collaboration between MOPH, MAIL and Private sectors should be developed with

long-term objectives and should include active coordination, mechanism for information sharing

and outbreak responses. This 4-day workshop will foster collaboration between the relevant

ministries and private sectors to support zoonosis priorities and objectives.

Nonproliferation Objective and the Project’s Role in Meeting this Objective: Many of the

emerging diseases across the globe are diseases that can be transmitted from animals to humans

causing death and suffering. Moreover, around 75% of agents originated by animals can be used

as biological weapons. Therefore, it is important to build one health, zoonosis committees and

networks to support the detection, monitoring, and control of zoonotic pathogens. Minimizing

naturally occurring outbreaks of infectious and zoonotic diseases will reduce the opportunity that

these agents can be acquired by those with nefarious intent.

Scope of Work: WE will work with (x-country) ZDC to organize a 4-day workshop to help

strengthen zoonosis collaboration across sectors that are involved in the detection and control of

zoonotic pathogens. The 4-day workshop will be designed to enable stakeholders to establish

mission, objectives, policies and create a path forward to formalize ZDC that is recognized by

the Government of (x-country). The workshop will include approximately 18- 22 key

stakeholders and will be held outside of (x-country):

Zoonosis collaboration must be recognized by the government of (x-country) to be sustainable

and implementing such workshops with scope to establish policies and practices is the first step

in demonstrating that the zoonosis collaboration is functional in (x-country).
