Continuity planning is a very important sustainment concept in not only the American government, but in the American private sector as well. Continuity planning is a form of resiliency planning in which prepares organizations to be able to continue their fundamental functions in the face of adverse actions. This week’s lesson claimed: “This is the essence of continuity planning; the individual steps needed that will collectively allow essential services to be provided in an uninterrupted manner in the midst of a critical incident” (BUSH, 2007). Whether the adversity be a terrorist attack aimed at federal government officials, or a natural disaster that disrupts a local business, continuity planning will help all types of various organizations prepare for the worse.
In the government continuity planning incorporates a concept called Continuity of Government (or COG). This is carried out through a plan that lays out a plan of action for execution in the event of a catastrophe, such as a presidential assassination or, a large-scale terrorist attack. The Federal Emergency Management Agency (or FEMA) often assists in the creation and maintenance of these plans as the subject matter experts on emergency situations. “It must be noted that there must be sufficient commitment and support from both leadership and affected employees/personnel for continuity planning to achieve desired results” (BUSH, 2007). Everyone must be involved in the planning and the execution of these plans. The public sector is no different, local businesses utilize these plans to prepare for adverse situations as well, especially ones that may affect employees and interrupt business functions.
Continuity planning must take into account the factors of risk, threat, and especially consequence when being drafted. In order to effectively plan for continuity of operations (whether a government or a private entity) you must know the risks / hazards you are planning for. Without being able to identify possible hazards and their consequences, identifying resilient solutions will be unrealistic to the scenarios your organization may face. With that being said, “Continuity planning is not emergency management, but it deals with a great many of the same issues, such as hazard analysis, risk assessments, mass warning notification, emergency communications, and a host of other similarities” (BUSH, 2007).
The concept of continuity planning is a must for any government of business that has the potential to face hazards. Without such planning, organizations will struggle with lack of direction after and adverse impact on their party.

There are several program components associated with business continuity, beginning with essential functions and key personnel who are the working blocks of a business. Next, there are vital records, systems, and equipment that are essential to the business. Following, there are alternate work sites that are put in place in case an emergency or disaster was to occur. Last, we have training, testing, and exercises followed by communications that enable personnel to respond to an emergency situation and maintain business continuity.
In regards to the lessons learned in this course, business continuity is a major factor in terms of risks, threats, and consequences. Many businesses face risks on a daily basis that require a continuity plan to ensure the business will continue no matter what. These risk can be anything from cyber threats, terrorist attacks, or any other of the six strategic challenges the country is facing. If a business in the public or private sector face any of these challenges with no continuity plan intact, there can be severe consequences associated with the challenges. Therefore, it is essential that these businesses are always staying on par with current events and conducting risk assessments in order to remain resilient against upcoming threats.
