Public administrators and public organizations need to be committed to diversity.  This must be done organically, by diversifying the recruiting practices of the organization.  Forced diversity will lead to disaster as seen with Coca Cola.  Organic diversity, where recruiting brings in qualified people, will lead to better results.

Diversity for a public administrator should be defined as their organization closely matching the populace they serve.  For instance, if the populace is a 25/25/25/25 mix of races, the organization match this fairly close.  This applies to genders as well.  Organizations such as police and fire departments that are historically male must strive to add female employees to the ranks to further build social equity.

Having a diverse organization that matches the population served makes social equity easier to build.  Citizens can better relate to public organizations that align with that nationalities, genders, and backgrounds.
