An Exercise In Utilitarianism

You a high ranking officer in the Singaporean Air Force assigned to Changi Air Base. Through your contacts with military intelligence you have learned that a flight inbound from the middle east has had problems communicating with the airport tower and it is now classified as a potential terrorist threat.  On board the aircraft, there are 250 passengers of different nationalities and from them 15 are Singaporean Nationals.  In preparation for a possible military incursion into the flight, you request the passenger list and as you study it you notice that a very important U.S. government official is on board.  As the night continues, you learn that military intelligence has reports that there is a 70% chance that this flight has been sabotaged and loaded with a small nuclear device rigged to detonate upon landing.  As you brief the Ministry of Defense, you believe that there are only two possible alternatives:

1.  Blow up the flight in the air and kill all 250 passengers plus the crew of 15 before they have the chance to possibly destroy the entire city if the bomb goes off.

2.  Since the probability of the bomb being on board is not 100%, allow the aircraft to land with the knowledge that if the bomb explodes, the explosion will destroy a great part of the city and the nuclear fall out will impact the entire population for decades to come…. not to mention that one of the most stable economies in the world will be put out of commission for ever.

With this limited information you need to brief your superiors on a course of action.  What would you do and why?  Please elaborate on whether you are approaching this issue from an Utilitarian, Egoist or Deontological perspectives.
