Assignment
In response to sightings of the Light Brown Apple Moth (LBAM), the California and U.S. Departments of Agriculture have authorized spraying of nine Bay Area counties by air (including urban areas) with a biochemical pesticide. The larvae of these moths eat the leaves which diminishes the plants’ ability to make chlorophyll from the sun in order to survive. The authorities insist that the LBAM could threaten the survival of California agriculture and cause severe damage to local crops if it is not controlled immediately. Critics of the measure charge that such spraying is an extreme over-reaction and that the health effects on local populations have not been adequately researched.
Using the facts and information below, as well as your own knowledge of such issues, write an essay in which you explain why this program should be implemented, ended, or modified.
• The LBAM feeds on more than 2,000 different types of plants and more than 250 agricultural crops, including broccoli, artichokes, and cabbages. California is the world’s fifth largest supplier of food and agricultural commodities. Over a million Californians depend on agriculture for their livelihood.
• Checkmate, the pesticide they plan to use, contains pheromones—that is, synthetic hormones designed to disrupt the moth’s mating cycle, thus reducing the moth population and eventually eradicating it. The CA Department of Agriculture in-sists that pheromone use is one of the most environmentally responsible tools available to destroy such pests. The substance is used in a very dilute concentra-tion and manufacturers claim it has a very low risk of toxicity to humans, pets, and wildlife.
• The moth has been living in California for several years and has caused no docu-mented damage. Many farmers openly state that the moth is not a big threat to their crops.
• Before spraying, the state will work to make certain local health officers and physicians are given information about possible health hazards and reporting requirements for illness complaints.
• Recent spraying of Checkmate in Monterey County led to more than 600 complaints from residents of coughing, wheezing, and muscle aches. Children, older people, and those with chronic diseases seem to be the most vulnerable. Residents receive a 72-hour warning prior to each application of pesticide.
• Because the situation has been declared an emergency, officials have been allowed to bypass the usual environmental review procedures and testing.
• The warning label on Checkmate clearly states, “Hazard to humans and domestic animals. Harmful if absorbed through skin. Avoid contact with skin, eyes, or clothing. Harmful if inhaled.” Checkmate contains many ingredients other than pheromones, though the complete list is unavailable due to trademark laws, which allow companies to withhold such information.
• Some experts argue that the best approach is not aerial spraying but “integrated pest management”: sticky traps, careful surveillance, and treatment on the ground.
• Spraying will continue for several years until the moth population is eradicated.
