04 May HOW HAVE THE ELECTORAL SYSTEMS IN FRANCE AND JAPAN PROMOTED FAIRNESS AND OR GOVERN ABILITY?
Instructions: Write a 600-900 word essay (approximately two to three double-spaced pages) that compares the electoral systems of France and Japan. Discuss the ways in which formal electoral rules as well as informal patterns of behavior (such as the practice of mutual desistance agreements) promote both the representation of multiple points of view in government and the ability of an elected government to govern. That is, to what degree do the political systems allow multiple parties to get seats in parliament or a voice in the political process, and to what degree do political systems make it possible for the elected government to pass legislation and govern effectively?
In preparation, you will want to re-read the following.
As general background, I recommend you re-read the sections on parties and elections in chapter four of your text( up to the section on interest groups) and the first section of chapter five on presidential and parliamentary systems.
But most of the material for your essay will come from:
France chapter: Sections on political organizations and political institutions and process.
Japan chapter: Sections on political institutions and process and party and electoral shifts, 1994-2015. Your essay should focus on elections after the 1994 reforms.
The minimum length of the essay is 600 words (excluding headings and references), and the suggested maximum is 900 words. You do not need to conduct any independent research for this assignment; you need only read and analyze your textbook. Use the following format. First, write a paragraph which clearly articulates your main argument and introduces the content of the essay as a whole. This introductory paragraph should be followed by multiple well-organized body paragraphs that support the thesis from the introduction. Finally, you should provide a concluding paragraph that summarizes the main arguments and evidence from the essay. Use any standard citation format.
A list of works cited should be included in footnotes or at the end as a list of references. You do not need to refer to any sources beyond your textbook, but if you do please cite them. Body Paragraph 1: Explanation of the trade-offs between fairness and governability that different democratic electoral systems tend to produce.
Body Paragraph 2: Ways in which the French and Japanese electoral systems provide opportunities for large parties to gain dominance in elected governments, thus facilitating their ability to pass legislation and govern. A discussion of large parties in France and Japan that have benefited from these systems.
Body Paragraph 3: Ways in which the French and Japanese electoral systems provide opportunities for small parties to share power or have a voice in politics. Examples of small parties in France and Japan that have benefited from these systems. An overall statement comparing how the French and Japanese electoral systems favor small and large parties.
Body Paragraph 4: Summary of the argument to this point and its significance.
Body Paragraph 5: How have the electoral systems in France and Japan promoted fairness and or govern ability?
Conclusion: Reiteration of thesis and summation of main evidence. If you feel that body paragraphs 4 and 5 have satisfactorily concluded the paragraph and that another concluding paragraph would be redundant, you may dispense with it.
