In June 1991, 11-year old Jaycee Dugard was kidnapped near her home in Lake Tahoe, California, by convicted rapist Phillip Garrido, and his wife, Linda. Jaycee was repeatedly raped by Phillip Garrido and held captive for 18 years, giving birth to two children during her ordeal. Jaycee finally escaped in August 2009. As tragic and horrible as these events were, it was even more devastating to learn that much of it could have, and should have, been prevented.
