The United States food and agriculture is vulnerable to all types of disease, fungus or poison that naturally occur. Some are unintentionally introduced and some acts could be intentionally delivered by terrorism. The United States Food and Agriculture are easy targets for terrorist attacks. The Defense of Homeland Security provide protection against attacks to the United States agriculture and food system. In this paper, we will be discussing the Food and Agriculture overviews (DHS, 2007, p.11). The vision of the food and agriculture sector is to prevent the contamination of the food supply that is a threat to the public’s health and their welfare and safety. To provide the nation with safe, nutritious and affordable food. The agriculture and food sector has a criticality project that brings forth a multidisciplinary team. Some are matter experts and analysts that develop, refine and apply a methodology. The Homeland Security Institute is a Federal Funded Research and Development Center who began the research and analysis for this project. The goals that drive the Food and Agriculture Sector methodology is an active progress. They provide a definition for the criticality for Food and Agriculture Sector systems and assets. They prioritize protection investment decisions that permit ranking of systems and assets. They enable the cost-benefit calculations for critical asset system, network and function protection options by stakeholder groups. The objectives are to characterize the Food and Agriculture Sector including all roles, structures and functions within the sector. To develop a method for determining the criticality of assets with the sector. They define different levels of criticality at national and regional levels. They define and extend the first, second and third order of events. They conduct a first-generation test ran to demonstrate the viability and practicability of the method of the sector (DHS, 2007, pp. 18-28). The protection of America’s Agriculture production and Food supply is major to the health and welfare to the global community. Based on the risk or vulnerabilities assessment the protective programs have related information from intelligence and law enforcement. There are a variety of programs that address safeguard plant and animal production for the agriculture and food defense. The traditional security measures such as the physical security measures are not effective in the sector due to agriculture and food portions processed in open systems. By the systems being open it is very difficult to prevent the introduction of a threat to an agent. Protecting these systems require science research that can rapidly identify when a threat is present, or to respond to a threat quickly and provide an effective recovery to all agents. There are three networks who provide diagnostic support needed to identify animal diseases, food borne contaminants and plant diseases; these networks are the National Animal Health Laboratory, the Food Emergency Response and the National Plant Diagnostic Network. There is another network that provide a coordinated and operational system of laboratory networks that can produce accurate, high quality and interpretable results for acts of terrorism; it’s the Integrated Consortium of Laboratory Network. To determine protective programs between the Government Coordinating Council (GCC) and the Sector Coordinating Council (SCC) they work collaboratively to accomplish the goals and fulfill their mission (DHS, 2007, pp. 28-46). When implementing and maintaining protective programs the CIKR has a progress of measurement. They help evaluate planned development and implementation of protective programs for the Food and Agriculture Sector activities. The FSIS works with security partners on developing and evaluating preventive measures collected through food defense activities and vulnerability and risk assessments. The implementation actions of food defense monitor the daily activities of FSIS inspectors that gets information to evaluating and improving assessments. There are challenges and improvement steps that are being taken at the national and local levels. Some issues that are occurring is food processing systems being secured. The information or the vulnerabilities of numerous food processing sectors should be helpful in identifying security improvements and research (DHS, 2007, pp.55-64). In conclusion, the overview of the Food and Agriculture sector is important to the Department of Homeland Security. This sector is important because of the time and energy that is spent on preventing a threat to the food supply and agriculture production. This sector is easy for terrorist to access. Terrorist can contaminate or cause diseases to the United States food supply and the agriculture production. This sector is vulnerable that is easily approached from outsiders that want to cause harm to America. However, the government is spending millions of dollars on networks and programs to prevent any attack from terrorist and if an attack was to occur their working on accurate response and an effective recovery system from an attack.
