According to the ten steps on negotiation planning for forthcoming referendum concerning no smoking in public places including bars and restaurants, we have to discuss some points here:
Step1: Defining the GOAL,the primary goal of the negotiation is to eliminate smoking and protect non-smokers (Lewicki, 2015), we have seen a rapid acceleration of measures to protect non-smokers in a variety of settings: workplaces, restaurants, sports facilities, shopping centers, Government buildings and other public facilities. And the result has been a substantial decrease in workplace exposures, although workers in the service industries and, in particular, the hospitality industry, experienced greater exposure than office workers.
Step 2: Defining the MAJOR issue related to achieving the goal (WHAT WE WANT)), the National Cancer Institute estimates that as of several years ago, nearly half of all working Americans were in a smoke-free workplace, and more than 80 percent were covered by some type of formal smoking policy. In contrast, only 3 percent of workers were covered by such policies as recently as 1986. So, we are making progress in terms of the workplace, but the job is not done. In terms of children, we have not seen this similar kind of progress. According to CDC, in 1996 approximately 16 million children were still exposed to second-hand smoke in homes (ENVIRONMENTAL TOBACCO SMOKE, n.d.). What this shows us with respect to adults is that with a concerted effort, we can reduce the risk of illness from second-hand smoke.
Step 3: Assemble issues, rank by importance and figure out the bargaining mix (are the issues linked or separate, Negotiators think it is important to continue to work in communities, day care facilities, schools, restaurants, and other public places where children are often present, to help reduce the exposure, to help reduce the risk, to help reduce the health effects.
Step 4: Define the interests (WHY WE WANT IT)
Step 5: Know your alternatives (B.A.T.N.A)
Step 6: Know your limits, including a resistance point. Step 7: Analyze and understand the other party’s goals, issues, and RP.We believe that we must build on the partnerships that we have already established at EPA, partnerships, for example, with the American Medical Association, and the Consumer Research Council, to raise public awareness about the dangers of second-hand smoke.
Step 8: Setting target and opening bids, target point where you realistically expect to achieve a settlement should be specific, difficult but achievable but verifiable and opening bid represents the best deal one can hope to achieve.The damage we are talking about is preventable. And negotiators are determined to do everything in our power to further reduce exposure to second-hand smoke, particularly when it comes to our children.
Step 9: Assessing the social context) We must continue to work with international partners, the G-8 countries, the World Health Organization, and others to share information and scientific findings. Step 10: Present issue to other parties. Negotiators believe that continuing to reach out, to educate adult smokers about the effects of second-hand smoke on children, is extremely important if we are going to protect our children (Stefan Kohler, 2014).
