Community Social Work

When was the last time you drove through an unfamiliar neighborhood or community? How quickly did you identify that area as a “good” or “bad” part of town? What led you to that assessment? It is easy to label a community or town based on its appearance or reputation alone. Have you ever wondered, as you drove through certain communities, why some areas appear to be safe, clean, and filled with many varied businesses, while others appear run-down and lined with only check cashing centers, fast-food restaurants, and liquor stores? As a macro social worker, you often will see that communities thrive and falter due to the lack of resources available. Additionally, these areas may not grow or prosper because their resources have been untapped. Identifying strengths—be it in your individual clients, groups, families, and communities—is a key social work value. Use of this strengths perspective helps you to identify the potential strengths of a community and how to advocate for its members to obtain the resources and services they need to be successful.

For this Discussion, review this week’s Learning Resources. Reflect on a community with which you are familiar and that is in close proximity to you. Then, consider the population and geographical characteristics of that community, as well as its strengths and challenges. Take pictures of the community that represent the characteristics you identified. Finally, think about how these challenges you identified might be viewed as a strength for that community.

Post by Day 3 a description of the community you selected. Then, explain the strengths and challenges associated with that community based on its characteristics. Finally, explain how you, as a social worker, might help the community view its perceived challenges as a strength.

Be sure to post the pictures you took that represent the characteristics you identified in the community.

I live in a very diverse community and recently moved outside of that community to a much smaller suburb. I live in an area that is fairly homogeneous. I work in a community that is diverse but still affluent as it’s a college town for a large university. And although there are areas of poverty, I decided to focus on the community that I did a ride along with recently for a social work project.

In my last class we had to interview and spend some time with a social worker and I choose one that works with young children. Most of her job involves home visits, so she allowed me to come along. We visited five homes with a wide range of living conditions and services available to them. For some the bus line being nearby was helpful. One mother had twin girls and it wasn’t easy to take twins the half mile to the bus stop. She also tried to engage them in reading, but you could see the fear she had of them ruining the books and having to repay the library. I recently read and article about Dolly Parton and how literacy was important to her because she was raised where illiteracy was rampant. She started a foundation where children could get books shipped to their house, one a month, if they were from 0-5 years old. Finding services for clients can change a lot for them (Imagination Library, 2014).

In the reading from Kirst-Ashman it talks of helping to provide resources for a community and how that can lead to better things for them. Even parks can offer a big improvement (Kirst-Ashman, 2012). Some of the homes we visited were in Section 8 housing. There were parks within the complex, but few children were out playing and no toys could be seen. I asked why and the social worker said most of the residents are worried about theft, so little is left out. Tapping into community resources to build them a playground can be a beginning. As social workers we need to be observant of the needs in a community whether it be literacy or simple outdoor fun.

The county I live in is highly diverse. Latinos, Caucasians, and African Americans are the majority of people who live in the same neighborhood or close to the county that I live in. There are affluent neighborhoods in driving distance. However, there are neighborhoods who are still below the socioeconomic level. There have been changes within this community and remains a work in progress. The area is filled with thrift stores, pawn shops, and discount stores. The community remains in the rehabilitation stage and new neighborhoods are being built in order to clean up what was once known, a high traffic area for prostitution and drugs. In the mornings, Hispanic men are seen waiting for day labor at the convenience stores. I believe the new homes being built is to create a sense of community and safe environment and not part of gentrification. The trailer parks have been around for years and I do not forsee residents losing their home.

The strength within this community are the residents who work together. They have created “neighborhood watch” and have each other to rely on. Since the community is not large, people seem to know each other by first names. Since the new building and revitalization, residents have been more involved in the community development. In working together, residents can create a better place for themselves and others by the reduction of crime, vigilance, and unity. There is also a building which is designated to hold AA/NA meetings. This demonstrates the strength within the community to work together to help others.

The challenge that may rise is if, the new developments are a form of gentrification. With new buildings, new homes, property taxes are increased and may cause an increase of property value (positive) but for those who are struggling financially, they may no longer be able to afford their homes.

As a social worker, I would assess the needs within the community and resources for its residents. As Kirst-Ashman (2012) mentions “community needs assessment entails evaluation of a community’s current and potential resources, existing problems, and barriers to solving problems”. It is essential that the community works together to make change happen. Moreover, “we empower clients when we help them develop the ability to solve their own crisis” (Kirst-Ashman, 2012).

Working with Families: The Case of Carol and Joseph

Joseph, the father in this case (Plummer, Makris & Brocksen, 2014), is “due” social and economic justice in regards to education. His wife, Carol, is unemployed and they have a 1-year-old child, leaving us to assume that he supports the family. He recently lost his job due to an arrest. Later in the case, we learn he has secured another job, as a landscaper, and “plans to take courses at the community college to learn the trade. He states that he wants to provide a good life for his child” (Plummer, Makris & Brocksen, 2014). If Joseph is given assistance in obtaining additional education, he will have increased economic justice. Both participative and distributive justice will be increased as he is able to take on a higher paying job and perform more intensive work (Center for Economic and Social Justice, 2016).

One strategy to help clients is providing assistance in obtaining a GED, applying for community college, and securing funding for educational pursuits. If Joseph does not have a high school diploma, his first step is to obtain a GED. With a GED, he is able to apply to his local community college (LearningPath.org, 2016). Finally, the social worker can assist with applying for grants, student loans, and/or work-study programs to fund Joseph’s education. A second strategy would be to assist Carol and Joseph with additional childcare. Joseph’s additional demands on his time may require his child to be cared for in his absence. Childcare assistance would also provide respite to Carol. Additionally, the social worker may ask Carol if she would also like to pursue any educational goals or increase her economic justice by getting a job. More education would likely result in Joseph being able to support his family at a higher level than present.

Working with Survivors of Domestic Violence: The Case of Charo

Social justice is assuring the protection of equal access to liberties, rights, and opportunities along with taking care of the least advantage members of society. Per Rawls, “determining social justice depends on factors of promoting or hindering equality of access to civil liberties, human rights, opportunities for healthy and fulfilling lives, and allocating a fair share of benefits to the least advantaged members of society.” (Rawls, 2009)

Charo is a single 34-year old Hispanic mother. She is unemployed and has five children. Charo is originally from Mexico and does not speak English nor have a visa to work. She’s a survivor of domestic violence and sexual abuse. In Charo’s case, there’s evident social justice issues regarding discrimination, unequal wealth and resource distribution, access to health care and education, and labor laws.

Two strategies Charo may implement to address the social issue mentioned includes applying for federal housing programs and unemployment insurance. To be eligible for federal housing program, only one member in her household must be a citizen. Under the VAWA (Violence Against Women Act) special immigration protection is provided for victims of domestic violence whom are not U.S citizens. Per Broder, “federal housing laws requires assistance provided to people with limited English skills to ensure they have meaningful access to housing or other programs.” (Broder, 2011) The second strategy of employment insurance such as PRUCOL is a based period wages for immigrants permanently resigned in the U.S.
